The CC&Rs govern what an owner may, may not, or must do concerning the real estate. In addition, you will typically find things like a description of the property covered by the CC&Rs, language establishing an HOA, a protocol for levying annual and special assessments for common expenses, etc.
Bylaws are governing guides that define the HOA's government. They cover how often meetings are held, how many people are on the Board, a description of various Board positions, how often membership meetings are held, what constitutes a quorum, etc.
A Policy is a standard adopted by The Board that sets out the beliefs, values, and objectives that cause the Homeowners Association to act. Examples of this are a collection policy, an enforcement policy, or a conduct of meetings policy. The policy of an HOA is to communicate, organize, and focus the HOA's resources.
A Resolution is a rule that is created and adopted by the Board. This is not a separate rule added to the declaration but a defining rule in conjunction with the declaration. For example, your declaration might state, “It is the owner’s responsibility to keep their lots neat and attractive”. The resolution might need to define “neat and attractive”.
The Colorado Common Interest Ownership Act (“CCIOA”) governs the information, management, and operation of most Colorado HOAs. The rules of CCIOA supersede any conflicting rules regarding the Covenants, By-Laws, Policies, and Resolutions of an HOA.
The HOA is required to be registered by the Colorado Secretary of State and submit a periodic annual report every year. In addition, the HOA must be registered with DORA, the Department of Real Estate, and this registration must be renewed every year.
The Board is required to create and follow an agenda for each meeting. HOA members are encouraged to submit topics of interest to them and attend the meeting. The secretary records minutes.

If any change is made to your property, this form must be submitted to the Chairperson of the Architectural Review Board (“ARB”) before beginning any work. Please provide as much information about your request as possible.
RESERVE STUDY
A reserve fund was created to minimize special assessments for significant, one-time expenses to maintain common areas. Its goal is to reduce the HOA's financial burden by projecting when costs might be incurred and smoothing assessments over an asset's expected lifespan.
This is a statement of the Annual Dues Assessment for the calendar year. It also defines when the Assessment is due and the penalties for late payment.
